You will need a glitter neon polish and some amount of dry glitter for more fine look. Just look at the steps given with pictures and have fun with this nail art.
Steps:-
☛ Apply a coat of glitter neon color polish.
☛ For more nice look or get a dark shade we apply another coat of glitter polish.
☛ After that we apply some loose glitter on the nails.
☛ Then just added another coat of glitter polish right over it and it was exactly same as you see in pictures.
